Welcome to the Northeast Salem Community Association!

NESCA is one of nineteen neighborhood associations established by the City of Salem to provide a place for residents and business owners to be involved in their city and immediate community.  NESCA Bylaws


The neighborhood associations enable residents and business owners to have the opportunity to have direct conversations with city staff and their City Councilors.

Cooperating With Our Neighbors!

Founded October 22, 1973, as the North East Salem Community Association, NESCA community association encompasses three city parks including:

  • Hoover School Park

  • Harry and Grace Thorp Park 

  • Geer Community Park

Our neighborhood district also contains Hoover Elementary School, the Lancaster Mall and Fire Station 10 (located at 3611 State Street).

Directly adjacent to NESCA are the Oregon State Hospital Grounds. A new hospital has been built and all of the state hospital patients have been moved to the new hospital on the south side of Center Street.

The entire campus has been designated as an historic area and a portion of the original Kirkbride building has been restored to house offices and a future museum. State Hospital Project

Hoover Park Playground Rebuilt!

The playground area at Hoover Park has been completely rebuilt with donations from the community, matching funds from the City of Salem and CDBG Block Grant funds.

The new playground has age appropriate equipment including swings, play structures and climbing equipment. A lighted shelter area has also been added to the park for picnics and has electrical facilities to host neighborhood concerts.

No Ivy Initiative
Supportive of the "No Ivy Coalition" and efforts to curb the nuisance of English Ivy in city parks. Volunteers welcome!
